The South African National Defence Force (SANDF) has unveiled its 2026/27 Annual Performance Plan, which includes a new strategy called ‘Journey to Greatness’. However, the plan has been met with skepticism due to a 5.69% budget cut, which has sparked concerns about the force’s ability to protect the country’s territorial integrity. According to the Department of Defence, the new strategy aims to link defence modernisation with national development, regional stability, and economic growth.

The ‘Journey to Greatness’ plan includes several key elements, such as border safeguarding optimisation, the ‘Soldier First’ ethos, capability modernisation, and repositioning Armscor and Denel as national assets for systems integration, maintenance, repair, and overhaul. The plan also includes an additional R1 billion from the Criminal Asset Recovery Account for organised crime operations.

SANDF Budget Crisis

The 2026/27 allocation of R57.605 billion represents a nominal decrease from the previous year’s adjusted appropriation. This has led to concerns that the SANDF will struggle to fulfill its mandate, particularly in light of escalating threats such as porous borders, organised crime, and illegal mining. The Economic Freedom Fighters (EFF) have consistently called for increased defence spending, arguing that a professional and well-resourced SANDF is essential for national sovereignty and economic freedom.

Some of the key challenges facing the SANDF include:

  • Compensation of Employees, which remains a structural disaster
  • Repeated unauthorised expenditure on CoE, which crowds out funding for maintenance, training, modernisation, and the Special Defence Account
  • Enterprise risks, such as deteriorating facilities, legacy ICT systems, asset mismanagement, fraud, corruption, and irregular expenditure, which remain unresolved

Impact on National Security

The budget cut has significant implications for national security, particularly in light of the country’s porous borders and organised crime syndicates. The SANDF’s ability to protect the country’s territorial integrity is crucial, and the budget cut has sparked concerns that the force will struggle to fulfill this mandate. As noted by the South African National Defence Force, a well-resourced and combat-ready defence force is essential for national sovereignty and economic freedom.
