The KwaZulu-Natal Department of Public Works and Infrastructure has exposed a shocking scandal within the Expanded Public Works Programme (EPWP), with allegations of sexual exploitation, political interference, and corruption. According to Martin Meyer, the head of the department, the EPWP has been plagued by a culture of “sex for jobs”, where desperate job seekers are forced to trade sex for employment opportunities.

Meyer revealed that during a recent province-wide tour, the department received numerous complaints about the EPWP, with “sex for jobs” being the most common concern. The complaints included participants being made to prove their political allegiance before being given EPWP opportunities, being asked to pay for jobs, and being forced to engage in sexual activities in exchange for employment.

Challenges in Addressing the Scandal

The department has acknowledged that addressing the scandal is a challenge, as many of the victims are afraid to come forward due to fear of losing their jobs or being victimized by their communities. Meyer emphasized that “sex for jobs” is a form of sexual abuse and rape, and that it requires the fullest criminal charges to be laid.

In an effort to tackle the corruption and exploitation, the department has launched an EPWP anti-fraud and whistleblower portal, which can be found on their website, gov.za. The portal has received 18 credible and actionable complaints in its first month, including allegations of lack of transparency in recruitment processes, political interference in recruitment, and operational challenges with certain municipalities.

EPWP Challenges

The EPWP is a nationwide programme that provides vital avenues for labour absorption and income transfers to poor households in the short- to medium-term. However, the programme faces serious ongoing challenges, including corruption, exploitation, and lack of transparency. Meyer emphasized that the EPWP is more than just a quick fix to a long-standing problem of unemployment, upskilling, and empowerment.

Some of the key challenges facing the EPWP include:

  • Lack of transparency in recruitment processes
  • Political interference in recruitment
  • Operational challenges with certain municipalities
  • Corruption and exploitation of desperate job seekers

The department has urged anyone with information about corruption or exploitation within the EPWP to come forward and report it to the authorities. As the department continues to grapple with the challenges facing the EPWP, it is clear that addressing the scandal of “sex for jobs” will require a concerted effort from all stakeholders involved.
