KZN Municipalities Face 30% Wasteful Expenditure Rise

KwaZulu-Natal’s Provincial Treasury has raised concerns over deteriorating financial practices in municipalities, revealing alarming levels of wasteful expenditure and calling for urgent reforms to restore accountability.

The province’s municipalities have been struggling with financial mismanagement, with some recording wasteful expenditure of up to 30% of their total budget, according to a National Treasury report.

Financial Mismanagement in KZN Municipalities

The KZN Provincial Treasury has warned that the financial situation in the municipalities is unsustainable and poses a significant risk to the province’s economic stability. The treasury has called for immediate action to address the issue, including the implementation of stricter financial controls and the introduction of consequences for officials found guilty of financial misconduct.

Causes of Financial Mismanagement

According to the KZN Provincial Treasury, the causes of financial mismanagement in the municipalities include a lack of effective leadership, inadequate financial management systems, and a culture of corruption and impunity. The treasury has also identified a lack of transparency and accountability in the municipalities as a major contributor to the problem.

To address the issue, the KZN Provincial Treasury has proposed a number of reforms, including:

  • The introduction of stricter financial controls, such as regular audits and financial reporting
  • The implementation of consequences for officials found guilty of financial misconduct, including disciplinary action and prosecution
  • The introduction of training programs for municipal officials to improve their financial management skills
  • The establishment of a provincial financial management unit to provide support and guidance to the municipalities

The KZN Provincial Treasury has also called for greater transparency and accountability in the municipalities, including the publication of regular financial reports and the establishment of public forums to discuss financial management issues.
