Cape Town Terminates Triple C Contracts After Bribery Attempt

The City of Cape Town has terminated all contracts with Triple C Maintenance and Services after the owner of the company allegedly attempted to bribe the City Manager, Lungelo Mbandazayo. The alleged bribery was uncovered following a joint investigation conducted by the City’s Ethics and Forensics Department and the South African Police Service (SAPS).

Acting as an authorised agent under relevant legal provisions, the City Manager collaborated with SAPS in a controlled operation that led to the arrest of the business owner. In response to the incident, the City immediately terminated all contracts held by Triple C, which primarily involve construction-related services such as road maintenance, resurfacing, and stormwater infrastructure.

Bribery Attempt and Investigation

The decision to terminate was made in the context of an ongoing investigation by the City’s Ethics and Forensics Department and the SAPS. Officials emphasised the municipality’s zero-tolerance stance on corruption. “The City emphasises that corruption will not be tolerated in any form and that any attempts to improperly influence municipal officials will be met with firm and decisive action,” the City said.

Alternative Arrangements

To ensure that residents continue to receive essential services, alternative arrangements have been put in place while the City replaces affected contracts or switches to duly appointed standby suppliers. The municipality said it remains committed to “ensuring that municipal services continue while upholding strict ethical standards in all of its operations.”

Some of the key services affected by the contract termination include:

  • Road maintenance
  • Resurfacing
  • Stormwater infrastructure

The City’s swift action in terminating the contracts with Triple C Maintenance and Services demonstrates its commitment to tackling corruption and ensuring that municipal services are delivered with integrity. As the City moves forward, it will be important to monitor the progress of the investigation and the implementation of alternative arrangements to ensure that residents continue to receive the services they need.
