South Africa is facing a potential fuel shortage crisis as one of its only two operational refineries, the Astron Energy refinery in Cape Town, is currently closed for maintenance. The Department of Mineral and Petroleum Resources (DMPR) has confirmed that the refinery, which is owned by Glencore, is undergoing a planned maintenance shutdown and is expected to be reopened at the end of April.

The closure of the refinery has sparked fears of fuel rationing in South Africa, particularly in light of the escalating conflict in the Middle East and disruptions to fuel supply. According to the Department of Mineral and Petroleum Resources, oil traders are now scrambling for alternative cargoes, and competition for supply is expected to intensify as Middle East oil producers struggle to get their oil out.

Fuel Price Increase Expected

The DMPR has warned that higher petrol and diesel prices are expected in April, with the Central Energy Fund estimating that unleaded petrol (95) could increase by more than R3.30 a litre and wholesale diesel by around R5.60. This is largely due to the surge in Brent oil prices, which jumped almost 30% to $120 a barrel on Monday at midday, before cooling to $85 late on Tuesday.

The potential fuel shortage and price increase could have a significant impact on South African consumers, who are already facing a tough economic climate. The DMPR has assured that there is no immediate risk of fuel shortages, but experts have warned that the situation could change quickly. As the Sasol website notes, the company’s Secunda coal-to-liquids plant continues to play a critical role in domestic fuel production, but it may not be enough to meet the country’s fuel demands.
