The eThekwini Municipality has launched a new pilot programme for the cannabis and hemp sector, aiming to position Durban as a leader in the emerging agribusiness market. The Cannabis and Hemp Commercialisation Pilot Programme is part of a broader package of strategic interventions to accelerate economic recovery and investment in the region.

The programme, proposed in partnership with Royal Queen Seeds South Africa, will be fully funded over three years and focus on research, farmer development, and sector readiness. It will provide emerging farmers, cooperatives, and heritage growers with access to advanced genetics, technical expertise, and global best practice.

Cannabis and Hemp Sector Growth

The initiative is expected to unlock new agricultural value chains and support rural development, strengthening the Municipality’s readiness for future commercialisation opportunities. The three-year programme will also contribute to the growth of the local economy, with the potential to generate significant revenue and create new job opportunities.

According to the City’s Economic Development and Planning Committee, the programme will position eThekwini as a leader in the emerging cannabis and hemp sector through a structured regulatory sandbox that ensures compliance while enabling innovation. The committee also recommended hosting the 2026 reSURGEnce Conference at the Inkosi Albert Luthuli International Convention Centre, which is projected to generate approximately R25 million in direct economic impact.

Rural Development and Job Creation

The Buffelsdraai Reforestation Project is another initiative that is advancing environmental sustainability while creating livelihoods through plant propagation, site preparation, and maintenance. The project has already created over 40 full-time jobs, 16 part-time positions, and nearly 400 temporary opportunities, demonstrating the potential for sustainable development in the region.
